Proposal Manager (Federal Contracting)

We are seeking a highly organized, energetic, and accountable Proposal Manager to lead and manage the development of high-quality federal proposal responses. This remote role is ideal for a self-starter who can manage multiple priorities, pivot quickly as requirements and capture strategies evolve, and work closely with Business Development to help the company achieve its fiscal-year growth goals.
The Proposal Manager will manage the full proposal lifecycle for Requests for Proposals (RFPs), Requests for Information (RFIs), Sources Sought notices, task-order opportunities, and sole-source proposals. The successful candidate will bring strong federal contracting experience, excellent technical and business writing skills, a disciplined approach to compliance and risk management, and the ability to coordinate contributors across a fast-moving small-business environment.

Key Responsibilities

  • Manage proposal development from opportunity qualification and bid/no-bid evaluation through submission, debriefing, and lessons learned.
  • Partners closely with Business Development, operations, subject-matter experts, executives, teaming partners, and pricing personnel to develop compliant, compelling, and timely submissions.
  • Review solicitations and customer requirements; create and maintain compliance matrices, proposal outlines, proposal schedules, responsibility assignments, and submission checklists.
  • Organize and lead proposal kickoff meetings, color-team reviews, status meetings, and final submission readiness reviews.
  • Manage proposal calendars, production schedules, internal deadlines, review cycles, approvals, and deliverables to ensure on-time submission.
  • Develop, edit, and integrate proposal content, including management approaches, technical narratives, executive summaries, staffing plans, transition plans, past performance, and corporate experience.
  • Ensure proposal responses are fully compliant with solicitation instructions, evaluation criteria, page limitations, formatting requirements, submission requirements, and customer expectations.
  • Coordinate the preparation and formatting of key personnel resumes, including alignment with labor categories, minimum qualifications, solicitation requirements, and proposed roles.
  • Support development of RFP, RFQ, RFI, Sources Sought, sole-source, task-order, and other federal proposal responses.
  • Maintain accurate and transparent bid/no-bid information, opportunity status, proposal risks, action items, assumptions, gaps, and decision documentation.
  • Identify proposal, schedules, staffing, teaming, pricing, compliance, and competitive risks; elevate concerns early and recommend practical mitigation strategies.
  • Research and monitor federal contracting opportunities through SAM.gov, GSA eBuy, agency procurement portals, contract vehicles, and other relevant sources.
  • Develop concise opportunity and capture reports that identify solicitation details, customer needs, contract vehicle, set-aside status, estimated value, key dates, incumbent information when available, competitive considerations, and recommended next actions.
  • Use GovDash or comparable AI-enabled tools to support opportunity identification, solicitation analysis, capture planning, compliance reviews, and proposal development.
  • Support capture and business-development efforts by researching target agencies, customers, procurement trends, incumbents, competitors, and upcoming recompetes.
  • Maintain proposal templates, boilerplate, past-performance files, resume libraries, compliance tools, and lesson-learned materials to improve proposal quality and efficiency.
  • Work in step with Business Development and company leadership to maintain a qualified pipeline and advance opportunities that align with OMG Federal's strategic objectives.

Required Qualifications

  • A high school diploma is required; a bachelor's degree in a related field is strongly desired.
  • Five (5) to seven (7) years of experience in federal proposal management, proposal coordination, capture support, business development is required.
  • Required experience supporting federal proposals for government agencies, including responses to RFPs, RFQs, RFIs, Sources Sought notices, task orders, and/or sole-source requirements.
  • Demonstrated experience developing proposal schedules, compliance matrices, outlines, content assignments, review plans, and submission checklists.
  • Strong technical writing, editing, proofreading, and document-production capabilities.
  • Experience coordinating multiple contributors and managing competing priorities in a deadline-driven environment.
  • Knowledge of federal solicitation structures, proposal instructions, evaluation criteria, and compliance requirements.
  • Experience preparing, reviewing, or formatting key personnel resumes and other required proposal attachments.
  • Strong oral and written communication skills, including the ability to communicate status, risks, gaps, and recommendations candidly and professionally.
  • Proven ability to manage sensitive or changing information with complete accuracy, transparency, discretion, and accountability.
  • Proficiency in Microsoft Office, including Word, Excel, PowerPoint, Outlook, Teams, and SharePoint.
  • Ability to work independently in a remote environment while maintaining strong communication and responsiveness across the proposal team.

Preferred Qualifications

  • Experience supporting a small business, Tribal enterprise, Alaska Native Corporation, or Tribal 8(a) federal contractor.
  • Familiarity with Small Business Administration 8(a) and HUBZone programs.
  • Experience using SAM.gov, GSA eBuy, and other government procurement portals to identify and evaluate opportunities.
  • Experience using GovDash, AI-enabled proposal tools, or similar technology to enhance capture, research, solicitation analysis, and proposal development.
